[The safety of the patient: a strategy of the National Health System].

Navar. 2006, Vol. 29, No 3, septiembre-diciembre La seguridad de los pacientes se ha convertido en una de las prioridades de los sistemas sanitarios desde que en 1999 el Institute of Medicine (IOM) de Estados Unidos publicara en su informe Err is Human que entre 44 y 98 mil personas mueren en los hospitales estadounidenses cada año como resultado de errores que podrían haberse prevenido. Otros estudios internacionales como el realizado por el grupo de trabajo Hospitals for Europe para la calidad de la atención sanitaria hospitalaria estimó, en 2000, que uno de cada diez pacientes en los hospitales de Europa sufre perjuicios que se podrían prever y efectos adversos relacionados con su cuidado. En España, según el Estudio Nacional de Efectos Adversos ligados a la hospitalización (ENEAS) –desarrollado por el Ministerio de Sanidad y Consumo (MSC)–, la incidencia de efectos adversos, relacionados con la asistencia sanitaria es del 9,3% de los que casi el 43% serían evitables. El porqué la asistencia sanitaria entraña tan alto riesgo parece deberse a que implica una complejidad de manejo creciente donde interactúan factores organizativos, factores personales de los profesionales y factores clínicos de los pacientes. Los daños que se pueden ocasionar a los pacientes en el ámbito sanitario y el coste que suponen al sistema sanitario es de tal relevancia que las principales organizaciones de salud como la Organización Mundial de la Salud (OMS), la Organización Panamericana de la Salud (OPS) y el Comité de Sanidad del Consejo de Europa así como diversas agencias y organismos internacionales han desarrollado estrategias, en los últimos años, para proponer planes, acciones y medidas
